Procedure for a foreign National to obtain an amateur radio licence in India
India does not have any reciprocal arrangements with any country whereby the holder of an amateur radio licence issued by another country can operate in India temporarily on his own licence.
However India’s regulator – The Wireless Planning and Co-ordination Wing (WPC) of the Ministry of Tele-communications & IT does issue an Indian licence based on an application made by a foreign national who is going to be resident in India for any length of time.
A licence is issued only after clearances given by the Ministry of Home Affairs and Ministry of External Affairs.
The requirements for application are:
- A valid visa
- An address for communications
- An application in the prescribed format along with the prescribed fee.
- The format of the application is as per attachment
- The fee has to be remitted by a bankers pay order issued ONLY by the State Bank of India – no other bankers drafts or pay orders are accepted

If a new licence has to be applied for then a test has to be taken at any of the Monitoring stations of WPC which are in several towns in India. Details are available from their webpage.
